ACDS serves as Anne Arundel County’s main housing and community development agency and is tasked with leading the County’s five year housing and community development planning process (Consolidated Plan), the annual budget process, fair housing planning, homeless planning and energy and conservation planning. In addition, we complete annual reports (e.g. Action Plans and CAPERs) to HUD on the planned expenditure and uses of federal housing and community development funds.

Anne Arundel County’s HOME-ARP Allocation Plan
ACDS is the administrator of Anne Arundel County’s annual allocation from the HOME Investment Partnership (HOME) program. As part of the federal government’s response to the Covid-19 pandemic, a special allocation of HOME funds was provided to jurisdictions as part of the American Rescue Plan (ARP).
