The Consolidated Annual Performance and Evaluation Report (CAPER)

The CAPER describes the County’s housing and community development accomplishments over the past year. The report describes the use of Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grant (ESG), Housing Opportunities for Persons with AIDS (HOPWA), Continuum of Care (CoC), and County and State housing funds.

Notice is hereby given that the Anne Arundel County Final Consolidated Annual Performance and Evaluation Report (CAPER) for Local Fiscal Year 2026 is now available. The CAPER is required by the U.S. Department of Housing and Urban Development (HUD) to identify federal resources, including the Community Development Block Grant (CDBG) program, the HOME Investment Partnerships Program (HOME), the Emergency Solutions Grant (ESG) program, the Housing Opportunities for People with AIDS (HOPWA) program, and Continuum of Care (CoC) funds, received by Anne Arundel County between July 1, 2025 and June 30, 2026, which were used to implement projects and programs to achieve the goals and objectives as outlined in the Consolidated Plan: FY 2026 – FY 2030.

The report includes a summary of available resources, accomplishments, and an evaluation of actions undertaken to achieve the Strategic Plan objectives, including the County’s efforts to provide affordable housing, address the needs of the homeless population and those with special needs. This report also identifies how federal funds leveraged other resources and met program specific requirements for the CDBG, HOME, and ESG Programs.
