NOTICE OF AVAILABILITY OF THE ANNE ARUNDEL COUNTY DRAFT CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT FOR FEDERALLY FUNDED HOUSING AND COMMUNITY DEVELOPMENT PROGRAMS
Notice is hereby given that the Anne Arundel County Draft Consolidated Annual Performance and Evaluation Report (CAPER) for Local Fiscal Year 2025 is available for public review and comment. The CAPER is required by the U.S. Department of Housing and Urban Development (HUD) to identify federal resources, including the Community Development Block Grant (CDBG) program, the HOME Investment Partnerships Program (HOME), the Emergency Solutions Grant (ESG) program, the Housing Opportunities for People with AIDS (HOPWA) program, and Continuum of Care (CoC) funds, received by Anne Arundel County between July 1, 2024 and June 30, 2025, which were used to implement projects and programs to achieve the goals and objectives as outlined in the Consolidated Plan: FY 2021 – FY 2025.
The report includes a summary of available resources, accomplishments, and an evaluation of actions undertaken to achieve the Strategic Plan objectives, including the County’s efforts to provide affordable housing, address the needs of the homeless population and those with special needs, and affirmatively further fair housing. This report also identifies how federal funds leveraged other resources and met program specific requirements for the CDBG, HOME, and ESG Programs.
The draft CAPER is accessible and available on the Arundel Community Development Services (ACDS) website at www.acdsinc.org and at the ACDS office at 2666 Riva Road, Suite 210, Annapolis, MD during normal business hours. A summary of the draft CAPER can be made available in a format accessible to Limited English Persons (LEP) and persons with disabilities by contacting ACDS at 410-222-3236 or info@acdsinc.org.
Oral and written comments can be submitted by calling 410-222-3236, emailing eharig-blaine@acdsinc.org or mailing to ACDS, 2666 Riva Road, Suite 210, Annapolis, MD 21401. Comments received by or before 5 p.m. on Thursday, September 18, 2025, will be considered and changes made, if such changes are deemed appropriate, prior to submitting the final plan to HUD. A summary of all comments, with reasons provided for any comments not incorporated, will be included in the CAPER submitted to HUD.
