Each fall, on behalf of Anne Arundel County, ACDS begins the housing and community development budget process for the fiscal year that begins July 1st of the following year. ACDS welcomes broad public participation in the process and encourages comments and input from residents and service providers on the County’s current housing and community development needs, as well as recommendations for activities and projects which best address those needs.
Application Process for FY 2025 Funding
For housing and community development providers seeking FY 2025 housing and community development funds, the application for funding became available on Tuesday, October 17, 2023 and was due on Wednesday, November 29, 2023.
All applications were required to be completed online through ACDS’s grant management portal, called Neighborly. If you were an existing user, the application was at the bottom of the page after you log in to Neighborly. If you had not yet registered for an account, please click HERE to be taken to the Federal Grant application in the ACDS Neighborly Portal Login Page, where there is a quick start guide available for download with registration instructions. First Public Hearing of FY 2025 Budget Process
ACDS held the first public hearing of the FY 2025 budget process on Thursday, October 26, 2023. The hearing provided attendees with a report on recent accomplishments, information on the Affordable Housing Trust Fund, as well as information on the amount of federal housing and community development funds expected to be available for Local Fiscal Year 2025 (July 1, 2024 to June 30, 2025) and the range of activities that may be undertaken with those funds. Residents and stakeholders were provided the opportunity to speak on the issues and needs they see in their communities, as well as recommend strategies, activities and projects for the use of available federal funds.

Second Public Hearing for FY 2025 Budget Process
A second virtual public hearing on the FY 2025 Housing and Community Development Budget process will be held on Thursday, February 22, 2024 to respond to ACDS staff recommendations for projects and activities to be funded with the FY 2025 budget. Residents and interested organizations will be invited to speak for up two minutes and provide input on the budget process.
The Housing and Community Development Budget will be included in the County Executive’s budget, which is voted on by the County Council in May or June 2024. The housing and community development budget will be further outlined in Anne Arundel County’s Annual Action Plan submission to the US Department of Housing and Urban Development (HUD) in mid-June.
