Viewing a Property
- Open houses and appointments are held periodically at available rental properties
- View our events page for scheduled open house dates
- Interested parties should contact ACDS to be placed on the notification list. Those on the list will be notified by e-mail when an open house is scheduled, or appointments are being set.
Application

- There is a $25 non-refundable application fee per household member 18 years of age and older
- If all requested information is provided at application submission, the process will take approximately five business days.
Eligibility
- Income – All of our rental units must be rented to households within the maximum income guidelines outlined below:

- Credit
- We will examine your credit and consider your credit history
- Any negative rental history and/or non-payment of utilities may be cause for denial
- Derogatory credit will be reviewed on a case by case basis
- Bankruptcy is not a disqualifier
- Background
- Conviction of a crime related to drugs in the last five years may be cause for denial
- Violent/abusive/assault convictions within the last five years may be cause for denial
Utilities
- It is the tenant’s responsibility to pay for:
- Electric and gas (if applicable);
- Cable/internet; and
- Telephone service
- ACDS will pay for reasonable public water usage
Pets
- Pets, regardless of breeds and species of animals, are not permitted in any ACDS rental property, except without prior written approval of ACDS, which may be withheld in ACDS’s sole, absolute, and unfettered discretion. Exceptions will be made for those that are not pets, but are identified as service animals, emotional support animals, assistance animals, or any other animal individually trained to work, provide assistance, emotional support, or performs tasks for people with disabilities
Security Deposit
- Equal to one month’s rent
- No payment plans will be accepted for deposits
Vouchers
ACDS accept vouchers provided by:
- Housing Choice Vouchers, previously referred to as Section 8;
- Baltimore Regional Housing Partnership; and
- Financial aid provided by community groups and organizations
Washer/Dryer
- All units feature washer and dryer hook-ups
- ACDS does not provide washers or dryers
Smoke-Free
- All ACDS rental properties are designated as smoke-free
Lease Terms
- ACDS offers 12-month leases
- Once the initial lease has expired, the lease automatically becomes month-to-month and may be subject to rent increases.
Accessible ACDS Units for Disabled Individuals
– to ensure Equal Housing Opportunity for all, ACDS includes within its rental portfolio accessible rental units with accessible features including but not limited to the following:
- Ground level unit with accessible route from identified accessible parking
- Lever Door Handles
- Offset Hinges to ensure wheelchair clearance
- Lower kitchen countertop
- Convertible kitchen sink base for wheel chair front approach
- Lower wall cabinets with pull down shelving systems
- Wall switch controlled range hood vent
- Range with accessible control knobs
- Smooth flooring throughout for reduced wheel chair friction
- Roll-in shower with grab bars and accessible shower controls
- Wheel chair front approach vanity
- Accessible commode with grab bars
- Increased bathroom size for wheelchair turnaround clearance
- Low profile threshold transitions
- Outlets and switches at accessible heights
Units can only be rented to households where at least one household member has a physical impairment/disability. Unit can only be rented to households 80% and below the area median income (AMI) as published by HUD. If the applicant’s disability and the need for the accessible features are not readily apparent, ACDS may request reliable information/documentation of the disability-related need for an accessible unit.
