No public comments were received for the amendments described below.  However, during the public comment period, ACDS and Anne Arundel County identified alternative, partial funding to support the Eviction Prevention Program.  Therefore, the County will not move forward with implementation of proposed amendment #1 as described below.   FY 2020 Action Plan Amendments #2 and #3, which allocate CDBG-COVID and ESG-COVID funds to housing programs, will move forward as described below.

AMENDMENTS TO ANNUAL ACTION PLAN FOR LOCAL FISCAL YEAR 2020 (FEDERAL FISCAL YEAR 2019); AVAILABILITY OF DRAFT CITIZEN PARTICIPATION PLAN FOR PUBLIC COMMENT

Notice is hereby given that Anne Arundel County is proposing to amend its Annual Action Plan for Local Fiscal Year 2020/Federal Fiscal Year 2019 as follows:

(1) Reallocate $500,000 in Community Development Block Grant (CDBG) Program funds from the Severn Intergenerational Center project to the Emergency Eviction Prevention and Rental Assistance Program;

(2) Allocate $1,248,258 in Community Development Block Grant COVID (CDBG-CV) Program funds to the Emergency Mortgage Assistance Program ($400,000), the Emergency Eviction Prevention and Rental Assistance Program ($598,606), and Planning and Administration ($249,652); and

(3) Allocate $611,269 in Emergency Solutions Grant COVID (ESG-CV) Program funds to the Emergency Shelter Support Program ($550,142) and Administration ($61,127).

Notice is hereby given that the Anne Arundel County draft Citizen Participation Plan is available for public review and comment. The Citizen Participation Plan is required by HUD and sets forth the County’s policies and procedures for involving the public in decision making with regards to the planning, implementation and assessment of housing and community development activities in Anne Arundel County, including the development of the County’s Consolidated Plan, Assessment of Fair Housing, Consolidated Annual Performance and Evaluation Report, Annual Action Plan and Section 108 applications. This Citizen Participation Plan will replace the Plan approved by the County on October 4, 2018. The public may provide input by commenting on the draft Plan.

The draft Plan is available HERE or a copy may be obtained by calling or emailing the contact listed below. Copies or summaries of the draft Plan will be made available in a form accessible to persons who cannot access the Plan online, persons with disabilities, and those with Limited English Proficiency upon request.

Comments on the proposed amendments to the Annual Action Plan for Local Fiscal Year 2020/Federal Fiscal Year 2020 and the draft Citizen Participation Plan will be received by Arundel Community Development Services, Inc. until 5:00 p.m. on Friday, May 8, 2020 by e-mail at ekarpewicz@acdsinc.org or by phone at 410-222-3957. All comments will be considered and changes made if such changes are deemed appropriate prior to submitting the amended plan to the U.S. Department of Housing and Urban Development.
