Please be advised Anne Arundel County is amending its Local Fiscal Year 2019 (Federal Program Year 2018) and Local Fiscal Year 2020 (Federal Program Year 2019) Annual Action Plans for the Community Development Block Grant Program as indicated HERE.

According to Section 91.505(b) of the Consolidated Plan regulations, “the jurisdiction shall amend its approved plan . . . by identifying in its citizen participation plan the criteria it will use for determining what constitutes a substantial amendment, and it is these substantial amendments that are subject to a citizen participation process in accordance with the jurisdiction’s citizen participation plan.”  Anne Arundel County has completed an analysis of the proposed amendment and has determined it is not a substantial amendment, as defined in the County Citizen Participation Plan, because this amendment does not meet any of the following criteria.  It is not (i) an addition of an activity not previously funded or described in the Plan; (ii) a deletion of an activity previously funded and described in the Plan: (iii) a change in an approved activity effecting the purpose, location, or intended beneficiaries; or (iv) an increase or decrease in the original projected budget, activity or program by 50 percent or more.  Therefore, a citizen participation process is not required for this amendment.  Please accept this letter as official notification of this budget amendment, as required by Section 91.505(c).
