FFY2025 CONTINUUM OF CARE (CoC) PROGRAM COMPETITION

During the week of February 1, 2026, the President signed into law H.R. 7148 the Consolidated Appropriations Act of 2026, which will fund the majority of the federal government through September 30, 2026.
The FY2026 spending bill for Transportation, Housing, and Urban Development (THUD) programs provides $77.3 billion for HUD programs in FY26, which is more than a $7.2 billion increase over the previous fiscal year.
The bill provides $4.4 billion for HUD’s Homeless Assistance Grants programs, including the Continuum of Care (CoC) Program and Emergency Solutions Grants (ESG) program. The bill also included provisions to expedite the renewal of FY2025 CoC funding and to provide some protections for the FY2026 competition, such as a higher “hold harmless” – from 30% to 60% – which will protect more of our allocation of CoC fundings.
In regard to our CoC’s FY2025 application, after losing court cases which challenged HUD’s last minute changes to the FY2025 competition, HUD has allowed jurisdictions – who are not making changes our FY24/FY25 renewals which funds PSH and Rapid Rehousing – to renew without submitting a new application.
In January 2026, our CoC Board voted to approve funding the renewals as originally planned.
For those who spent time applying as part of HUD’s FY2025 application, we anticipate that the new components will be similar. Should that be true, we will make every attempt to minimize having partners write a completely new application for the FY26 CoC grant.
